BC PNP Draw 2022: Priority Occupations - NOC 3114, 3213

NOC 3114-Veterinarians:
This NOC code belongs to skill level A and requires university Education. It is assigned to veterinarians who diagnose and treat animals and cater to their wellbeing. They also advice clients about their animals’ diets, lifestyle, hygiene etc. They are either self-employed or are hired by government, laboratories, farms, etc. Designations under this NOC code include veterinary practitioner, anatomist, dentist, virologist, surgeon, pathologist, inspector, etc. More examples include Avian vet, Equine vet, farm vet, lab vet, etc. Individuals under NOC 3114 carry out duties like

  • Vaccination to prevent diseases among animals
  • Deworming
  • Treat and operate on wounded animals
  • Euthanise
  • Conduct researches in areas such as animal nutrition, disease prevention and control and healthcare products.

NOC 3213-Veterinary technicians:
Belonging to NOC skill level B, the NOC 3213 consists of technicians and assistants who help the veterinarians in executing their responsibilities. Responsibilities of veterinary technicians are,

To restrain, care and supervise animals that are undergoing treatment or surgery.
To administer vaccinations and medicines under the direction and supervision of a veterinarian.
Execute miscellaneous clerical and management responsibilities.

BC PNP DRAW 2022: NOC 0621, 0631

The NOC 0621 and 0631 include individuals employed in trade management and food services. Both the NOC codes fall in the skill level A and therefore require university education. The NOC 0621 is assigned to the individuals who are managers in retail and wholesale. Designations such as retail manager in art gallery, managers of beer stores, bicycle shops, bookstores, camera store, computer store, clothing store, drugstore, flower store etc. are included in NOC 0621. The NOC 0631 includes managers in restaurants and food services. In the year, 2021 a whopping 11,540 ITAs were issued, including the EEBC category. It is a hike of almost 22.9% and is expected to rise even further in the year 2022, with 3125 ITAs already being issued. Another factor to consider is that the ITAs issued through the PNP BC draw is always a smaller number than the total ITAs issued. This is due to the fact that British Columbia PNP SI categories of International Post-grad and Health Authority are exempted from registration and apply directly. An applicant has a month or 30 days to apply after the ITA is issued to them.

BC PNP Draw Latest: Analysis

After assessing the BC PNP draw latest trend, one can arrive at the following conclusions.

Domination of the Skilled worker category

In the year 2020, the skilled worker category, including the EEBC option constituted a total of 3,566 nominations out of the total 6251 nominations. It implies that 57% of nominations were from this sub category of the BC PNP Skills Immigration. In 2019 the skilled worker category, including the EEBC received 55% nominations which was almost similar to that of 2018.

The International graduate and post-Graduate categories

The second most nominated category in the BC PNP draws was the international students. In the year 2020, the International Graduate category (including the EEBC) received 1,369 out of 6251 nominations. It consisted of 21% of the total BC PNP nominations in 2020. On the other hand, the International Post-graduate category (including EEBC) received 846 out of 6251 nominations, which is 13% of the total BC PNP nomination. Rise of natural and applied science occupations

Due to increase in tech targeted draws, there has been a rise in BC PNP nominations from occupations in applied and natural science. BC PNP Draw Today : The Covid Impact And The Future

BC PNP draw today has been majorly impacted by the COVID-19 pandemic. On March 30, 2020, there were 31 occupations that were put on hold and were barred from receiving ITAs. These occupations were in the field of tourism, personal services and retail. The NOC codes of these excluded occupations were 0621, 0631, 0632, 0651, 1123, 1221, 1241, 3236, 6211, 6311, 6313, 6321, 6322, 6341, 6421, 6511, 6511, 6512, 6513, 6521, 6522, 6523, 6524, 6525, 6531, 6532, 6533, 6562, 6564, 6611, 6621, 6711, 6721, 6722, 6731. These occupations include designations such as chefs, bartenders, astrologers, fortune tellers, etc. Jobs such as cashiers in grocery stores, movie theatres, offices were also not included in the BC PNP draws after March 20, 2022. These occupations belonged to NOC skill level B, C or D. Occupations with NOC skill level A were also barred from receiving ITAs. These NOC codes include designations like managers at departmental stores, automobile service centres, bars, cafés, guest house, art school etc. They were barred from the BC PNP draws till February 2021.

Furthermore, COVID-19 exposed and worsened the already acute scarcity of healthcare workers. As a rehabilitation measure there were BC PNP draws specially targeted for healthcare occupations. The first half of the year 2022 has had 12 draws targeted for healthcare occupations and it is likely to stay on the rise.
