Expression of Interest (EOI) Canada

Policymakers have been concentrating on better attracting global talent and improving upon earlier policies, including the flagship Blue Card, which has fallen short of expectations as the European Commission looks for ways to achieve its overarching goal of boosting growth and competitiveness throughout the European Union. Australia, Canada, and the United States continue to be the top overseas destinations for highly trained employees outside of Europe. In contrast, European nations do not continuously draw long lines of highly skilled labor migrants via national systems or the Blue Card.

After more than ten years of study and review, Canada finally put its version of the Expression of Interest (EOI) system into practice in January 2015. The Express Entry system, which balances short- and long-term policy objectives, is intended to expedite legal permanent immigration for qualified immigrants who are thought to be most likely to succeed economically and integrate successfully.

The first-come, first-served approach to application processing that is often utilized by top destination nations is replaced by the EOI system. Although the immigration laws and flows for highly talented workers in Canada are very different, regions confront difficulties aligning highly skilled immigrants with local demand.

Expression of Interest Canada

The mechanism of expression of interest is the most recent innovation in the administration of highly skilled immigration that has the policymaker’s interest.

The Expression of Interest system is a method for managing applications that uses a two-step procedure to choose skilled immigrants from overseas or those who are currently present in the nation on temporary visas. Candidates are prescreened for minimal eligibility requirements in the first round after submitting an electronic declaration of interest in permanent immigration. In addition to the need for the applicant to fulfill the admission requirements of at least one of the federal programs for the permanent immigration of skilled workers, this step also involves an evaluation of the candidate’s language and educational qualifications. Candidates whose profiles satisfy the eligibility standards are added to a pool and graded using demand-driven selection criteria and factors such as human capital.

Candidates in the pool may be asked to submit applications for permanent immigration during the EOI Canada’s second phase. The top applicants are chosen by immigration officials in routine drawings from the pool. Although there is no predetermined criterion, the chance of selection is influenced by both the immigration authority’s admittance levels (which are dependent on processing speeds and yearly immigration goals) and the relative standing of other pool participants at the time of each draw. Candidates that have a valid sponsorship receive a high point bonus, with the intention of ensuring that their immigration process is expedited.

The processing of applications for skilled permanent Immigration in Canada and other traditional settlement nations has undergone a significant revision, thanks to the EOI system. For many nations, the old first-come, first-served manner of processing applications led to never-ending backlogs that hindered the system’s ability to effectively meet local requirements and made the procedure extremely unpredictable for both potential employers and migration prospects.

Steps to Submit an Expression of Interest

Please go through the eligibility requirements of the stream/pathway you are applying to before beginning. You might need to pass a language exam or meet other prerequisites before submitting an Expression of Interest. Make an account on the Online portal before submitting an EOI. Choose to Create an Expression of Interest from the list of choices after signing in.

  • Before submitting your EOI, please make sure you save a copy of your EOI Summary Report.
  • The validity of your profile is just for a year from the day you register. One EOI can only be active at once. Once your existing EOI expires, you are free to submit a new profile.
  • A candidate’s capacity to be nominated or to submit a nomination application to the MPNP is not guaranteed by successfully completing an EOI.

You are responsible for maintaining the accuracy and completeness of the information you submit in your expression of interest. After submitting your EOI, you can go back into your account to amend the information if your circumstances change. Your EOI will be rejected if you give inaccurate or misleading information, and you can be prohibited from filing another EOI for two years.

There is no deadline or cap on the number of applicants who can submit an expression of interest. You’ll be assessed on the basis of the information you give while registering.

How does the pool work while creating an EOI?

After submitting an EOI successfully, your name will be added to a pool with all other qualified applicants. Following that, you will be rated according to a number of criteria, and if your score is among the highest, you could receive an invitation to apply to the program you wish to apply to. 

  • EOI Ranking Points will be awarded to you depending on the details you provide in your profile.
  • The candidates with the best scores will typically be chosen by the province and invited to submit a full application.
  • If you receive an invitation to submit an application, you may complete your nomination application using the same login credentials you used to submit your expression of interest.
  • There is no deadline or cap on the number of applicants who can submit an expression of interest.

How does the Expression of Interest Ranking System Work?

An applicant has to receive at least 60 points on the MPNP Points Assessment Grid in order to be qualified to submit an Expression of Interest (EOI) to the Skilled Workers Overseas Stream.

In order to be considered for the program, prospective individuals must first submit an Expression of Interest (EOI) profile to the pool of applicants. 1. Language Competence

To check the applicant’s Canadian Language Benchmark, your band scores in Reading, Writing, Speaking and Listening will be used from your IELTS or any other test results.

Language proficiency in the second official language of Canada: English or French, whatever you are less skilled in, is regarded as your second official language for the purposes of the MPNP. If you have a legitimate language exam as evidence, you should only claim to have language proficiency at the Canadian Language Benchmark (CLB) 5 or above in Canada’s second official language.

For instance, if you passed an English test for your first official language, you must provide documentation of a passing French test (TEF) that fulfills CLB 5 or above in order to obtain points for a second official language. If you passed a French exam for your first official language, you must submit a valid English test that fulfills CLB 5 or above in order to get points for a second official language.

3. Job History/ Work Experience

Points are assigned depending on years of full-time employment. For one employer, full-time is seen as working 30 hours or more each week. Do not round up your years of job experience; instead, count them in full (For example, if you worked 7 months, you would have to answer less than 1).

If you operate in a trade or profession that needs a license in Manitoba and have taken all the required procedures to get a license or certification to practice in Manitoba, you may be eligible to receive 100 extra points for being fully recognized by the provincial licensing agency.

5. Adaptability

MPNP Recent EOI Draws

In order to assist and sustain the province’s economy and labor market needs, the Manitoba Provincial Nominee Program (MPNP) was developed.

There are five ways for candidates to apply for a provincial nomination under the MPNP:

How Expression of Interest Candidates are ranked?

A score is automatically assigned to those who submit an Expression of Interest profile based on a variety of factors. The province point assessment grid contains the requirements for the EOI point score.

The selection procedure for any of the province’s following Expression of Interest will follow a progression that starts with locating individuals with the highest point totals. Additional selection criteria will be used if there are too many candidates with the same point total to fulfill the necessary number of candidates for the EOI Draw.

Applicants with ties to provinces will be picked first among those with equal scores. This includes persons who have a close family member living in that particular province, who have previously worked there, or who have previously attended school there. The following set of criteria will give preference to applicants with the greatest professional experience and the best language test results.

The EOI method may allow the province to choose candidates for particular occupations.

The eligibility and selection standards are subject to change at any moment. You won’t be contacted if your employment or experience does not match the requirement.

  • You don’t meet the criteria for an invitation, including the prerequisites for the listed employment
  • If your profession is one that is prohibited
  • You are currently working on that province application (including those being subject to an integrity review or a second review)
  • You still have that particular province suspension in place for which you are applying

Your Request for Applications

EOIs are drawn by the system, and those who are selected are issued an application invitation. Each drawing’s invitation distribution is determined by annual processing goals and labor demands.

The directions are included in the invitation if you’ve received the invitation. The province will accept complete online applications submitted with supporting documentation within 60 days. You can submit a new profile to be considered for the next EOI Draws if your invitation has expired.

If you provide false or misleading information, your EOI may be found to involve misrepresentation. You can have your application rejected and be barred from applying to the province for two years.

Your EOI will be valid for a full year after the day you first submitted it. Once it expires, you need to create a new EOI in order to continue being active in the system.

While your EOI is still active, you can continue to update your profile with new information. For instance, you may raise your rating and raise your opportunity of getting invited by:

  • Taking more exams to raise your language score
  • Increasing professional experience

Which documents must be included in EOI submission?

Through this approach, the complete evaluation and application process for visas is made simple and straightforward. Frequently Asked Questions

How long does Expression of Interest take for Canadian immigration?

You’ll be informed when it has been received. Within four (4) weeks after the date of receipt, anticipate having your expression of interest evaluated.

Can I send my expression of interest to multiple Canadian provinces at one time?

It should be noted that although you can receive many notifications of interest simultaneously, you can only have one nomination. You must reject the nomination (click the “not accept” option) if you want to join a different province but received an invitation from the other one.

Could EOI be submitted without IELTS? Or Can I file an EOI without passing a skill assessment or English language test?

No, before submitting your Expression of Interest, you must have proof of your language ability and competence evaluation.

After submitting the EOI, may we update it?

You always have access to your Expression of Interest and may update your data whenever you want. If your circumstances change, it is your obligation to access your EOI and update your information. If you are invited to submit a visa application, it will be too late to revise your EOI.

Does the expression of interest have an end date?

Expressions of Interest are only good for a year after they are submitted to the province by candidates. You will need to create a new profile if, after a year, you have not received a Letter of Advice to Apply (LAA) and you still wish to be considered for that province. The validity of your application is not extended by making modifications to an already submitted EOI.
