What is the MPNP?

The Manitoba Provincial Nominee Program (MPNP), which is a Provincial Nominee Program (PNP), is a set of ways for foreign nationals to immigrate to Manitoba  and live there permanently. The PNP is set up in a smart way to bring in skilled workers, people who can fill jobs in areas where there aren’t enough workers, recent college graduates, and farm entrepreneurs.

The following are the pathways to immigrate to Manitoba:

MPNP Skilled Worker Stream

The Skilled Workers Stream is based on the needs of employers in Manitoba and is run by the government there.

Under the Skilled Workers Stream, there are two methods for people to immigrate to Manitoba:

  • Skilled Workers in Manitoba (SWM)
  •  Skilled Workers Overseas (SWO)

 

A. Skilled Worker in Manitoba

Skilled Workers in Manitoba (SWM) is one of the ways to get into Canada through the Manitoba Provincial Nominee Program (MPNP), which is run by the province of Manitoba.

The Skilled Workers in Manitoba streams are for foreigners who already work or have been offered a job in Manitoba and who have the skills and training to do well in the Manitoba labour force.

There are two ways to get through the Skilled Workers in Manitoba Stream:

  • Manitoba Experience Pathway 
  • Employer Direct Recruitment Pathway

1. Manitoba Experience Pathway

Manitoba Work Experience Pathways is one of the immigration pathways of the Skilled Workers in Manitoba Stream of Manitoba’s Provincial Nominee Program (PNP). The Manitoba Work Experience Pathway is for foreign nationals in Manitoba with skilled work experience.

This path is for temporary workers or international students who are working on a temporary work permit or a Post-Graduation Work Permit. 

This path is also open to international graduates who got their post-secondary education outside of Manitoba and have worked in a job that is in demand in Manitoba for at least a year.

 Minimum  Requirements For Manitoba experience Pathway-

Work Experience –

  1. Temporary Foreign Workers (TFWs) in jobs on Manitoba’s list of in-demand jobs who have worked there for at least six months;
  2. Graduates from outside the province who have worked in jobs related to their field of study in Manitoba for at least 12 months and whose jobs are on Manitoba’s list of in-demand jobs.
  3. Temporary Foreign Workers (TFWs) whose jobs are not on Manitoba’s list of jobs in high demand and have worked in Manitoba for at least 12 months with an LMIA-supported work permit or a work permit that is exempt from LMIA.
  4. Graduates of post-secondary schools in Manitoba who have worked for at least a year in a job that is not on the list of jobs in demand in Manitoba.

Additional Employment Requirements-

  1.  Applicants must live and/or work in Manitoba at the time they apply;
  2. Applicants must possess a long-term, full-time job offer that meets Manitoba’s employment and wage standards for the job;
  3. The applicant’s employer has a registered company that has been running in Manitoba for at least the three years before the application;
  4. The conditions of the applicant’s job are the same as those of Canadian citizens and permanent residents;
  5. The applicant’s job is not based at home, temporary, seasonal, or on commission.

Language ability-

Depending on a person’s job, they need a certain level of language skills:

  1. Regulated Occupations – Canadian Language Benchmark (CLB) 7 in English or French
  2. Compulsory Trade Jobs – CLB 6 in English or French
  3. All other jobs at National Occupational Classification (NOC) Skill Level 0, A, or B – CLB 5
  4. NOC Skill Level C or D – CLB 4

Settlement Funds

All people who want to apply for MPNP streams should be ready to show that they meet certain requirements for provincial settlement funds. Manitoba wants applicants to show that they have access to at least $10,000 CAD, plus an extra $2,000 CAD for each spouse and dependent who is also applying. 

Education Level

For this stream, there is no required level of education. The MPNP Ranking System, on the other hand, will let candidates get points if they can show that they have finished college. Since only the highest-ranked candidates will be invited to apply to the programme, those with post-secondary training will have an advantage over those who only have a high school diploma.

2. Employer Direct Recruitment Pathway

The Manitoba Employer Direct Recruitment Pathway is part of the Skilled Worker in Manitoba Stream. Applicants who have a firm job offer from an approved employer in the province can use this path.

The Employer Direct Recruitment Pathway is for foreign nationals who were interviewed by the MPNP and an eligible employer outside of Canada and were then given an Invitation to Apply by the MPNP.

Eligibility Requirement Employer Direct Recruitment Pathway

Work Experience –

  1. A minimum of two years of work experience in the last five years that is relevant to the job being filled, or other experience that the employer thinks is relevant;
  2. Relevant experience chosen by the employer if less than 2 years.

Job offer Requirements-

  1. An offer of a full-time, long-term job that meets the employment and pay standards for the job in Manitoba.
  2. The employer has a registered business that has been running in Manitoba for at least three years before the application.
  3. The applicant would have the same working conditions as Canadian citizens and permanent residents.
  4. The job the applicant wants is not part-time, temporary, seasonal, or based on commission.

Language Proficiency-

The minimum level of proficiency in an official language depends on the NOC:

  1. At least a CLB 7 for regulated jobs.
  2. CLB 6 For required trades
  3. CLB 5 is required for all other NOC 0, A, or B jobs.
  4. Minimum CLB 4 for semi-skilled jobs (NOC C or D) if the employer agrees to provide or help with language training in the workplace.

Age-

This stream is only for people between the ages of 21 and 45.

Settlement Funds-

All people who want to apply for MPNP streams should be ready to show that they meet certain requirements for provincial settlement funds. Educational Requirements-

All candidates must have an education level of Post – secondary that is related to their job. If the job requires a licence or certification to work in Manitoba, the candidate must first apply to the body that issues these licences or certifications before applying to MPNP. In some cases, candidates with job offers at NOC Skill Level C or D may be able to apply to the MPNP even if they haven’t gone to college.

B. Skilled Workers Overseas Category

The Manitoba Skilled Workers Overseas category is for skilled workers who live outside of Canada but have strong ties to the province. This programme uses a points-based system to evaluate applicants based on things like age, language skills, work experience, education level, and ability to adapt.

Manitoba Skilled Workers Overseas includes the following streams:

  • Manitoba Express Entry Pathway
  • Manitoba Human Capital Pathway 

1. Manitoba Express Entry Pathway

This path is for people who might be eligible under an MPNP stream and who also meet the criteria for Express Entry and have an active Express Entry profile. The candidate must also have the support of a close friend or family member who has lived in Manitoba for at least a year and can prove it.

Express Entry candidates who get a provincial nomination through an Express Entry-aligned stream, also called an “enhanced” nomination, get 600 more Comprehensive Ranking System (CRS) points. This puts them in a good position to get an Invitation to Apply (ITA) for permanent residence in a future Express Entry Draw.

Eligibility  Requirement For Manitoba Express Entry Pathway

Express Entry-

 Provide a valid Express Entry ID and Job Seeker Validation Code to show that you are in the Express Entry pool.

Experience at Work-

  1. At least six months of work experience in a job on the list of “in-demand” jobs.
  2. Send in a Career Plan that is complete.

Proficiency in Official Languages-

The minimum skill level in an official language depends on the NOC:

  1. At least a CLB 7 for a NOC 0 or A.
  2. Minimum CLB 6 for NOC B

Education-

  1. Finished at least one one-year program after high school (Canadian equivalent)
  2. If the job requires a licence or certification, you must apply to the governing body to have your skills and qualifications evaluated and/or pass an exam.

Age-

Applicant must have 18 years old at the time of submission

Adaptability-

1.Have the support of a close friend or family member who has lived in Manitoba for at least a year and can prove it;

  1. You must have an Invitation to Apply from the MPNP that is still valid.

2. Manitoba Human Capital Pathway

The Manitoba Human Capital Pathway is one of the immigration streams in the Skilled Workers Overseas Category of the Manitoba Provincial Nominee Program (MPNP). The Manitoba Human Capital Pathway is for foreign nationals who have skills and training in one of Manitoba’s In-Demand Occupations and have the potential to make a long-term contribution to Manitoba’s labour force.

Eligibility Requirements For Human Capital Pathways

Work Experience –

1.The work experience you list must have been full-time. There is no minimum criteria, but you won’t get any points if you have less than one year of total work experience. The work experience must be in a job that is on the list of “in-demand” jobs.

  1. Those who want to apply must also send in a complete Career Plan.

Language Ability-

The minimum level of proficiency in an official language depends on the applicant’s job:

  1. Minimum CLB 7 for regulated occupations
  2. Required trades must have a CLB 6 .
  3. A CLB of at least 5 is required for all other National Occupational Classification (NOC) 0, A, or B jobs.
  4. You can also get points if you know at least CLB 5 in a second official language.

Education-

Applicants must have finished at least one one-year programme after high school. If the job requires a licence or certification, applicants must submit an application to the governing body to have their qualifications and skills evaluated and/or pass an exam.

Adaptability-

  1. Applicants must show that they have the ability and intention to get a job and live in Manitoba;
  2. The support of a close family member who has lived in Manitoba for at least a year and can prove it;
  3. Previous postsecondary education done in Manitoba within the last five years;
  4. Have worked in Manitoba before in the last five years;
  5. An invitation to apply from the MPNP that is still valid.

Age-

You must be at least 18 years old when you send in your entry. There is no maximum age, but no points are given to people over 45.

Settlement Fund-

For this stream, applicants must show that they have enough cash on hand to meet the Low Income Cut-Off (LICO) requirements set by Canada’s federal immigration authorities.

MPNP International Education Stream (IES)

The Manitoba International Education Stream (IES) constitutes three pathways under the Manitoba Provincial Nominee Program (MPNP). The International Education Stream in Manitoba is for international students who have just graduated from a post-secondary school in Manitoba.

The International Education Stream, or IES, gives priority to international graduates through three dedicated paths:

  • Career Employment Pathways
  • Graduate Internship Pathways
  • International Student Entrepreneur Pilot

Even though this path is made for international graduates of post-secondary schools in Manitoba, graduates may also be eligible under the Skilled Worker in Manitoba Stream.

A. Career Employment Pathways

This path gives priority to international graduates who find long-term jobs in Manitoba which are in demand and match their education and training.

Those who are nominated through the Manitoba Career Employment Pathway and are accepted will be asked to fill out an official application for permanent residence in Canada.

  • Eligibility Requirement For Career Employment Pathways

Education-

Graduated from a recognized post-secondary Institution within the last three years.

Language ability-

Minimum CLB 7 for proficiency in official languages.

Jobs in Manitoba-

  1. Have a full-time job offer from an eligible current employer with a minimum one-year contract on Manitoba’s published In-Demand Occupations list that matches the applicant’s training.
  2. At the time the applicant’s application is reviewed, they must be employed full-time in Manitoba.

Settlement Funds-

For this stream, applicants must show that they have enough cash on hand to meet the Low Income Cut-Off (LICO) requirements set by Canada’s federal immigration authorities. This can be met if the applicant can show that they have a valid job offer from a company in Manitoba.

Adaptability-

  1. Applicants must live in Manitoba at the time they submit their applications.
  2. They must show that they plan to stay in Manitoba after being nominated. They can do this by submitting a Career Employment Plan that shows how they can have a successful career in Manitoba.

B. Graduate Internship Pathway

The Manitoba Graduate Internship Pathway accepts applications from overseas graduates who have completed a Master’s or Doctoral degree program in Manitoba within the past three years and an Accelerate internship.

Education-

Master’s or doctoral degree program in Manitoba within the last three years

Language Proficiency-

Minimum level of proficiency in official languages: CLB 7.

Currently, Available Jobs in Manitoba-

If an applicant finished a master’s or doctoral program in Manitoba and did a Mitacs Elevate or Accelerate internship (including Accelerate Entrepreneur) with an eligible industry or research enterprise in Manitoba, the applicant does not need a job offer at the time of application.

Settlement Funds-

  1. The applicant must show that they have enough cash on hand to meet the Low Income Cut-Off (LICO) requirements for six months of independent financial resources.
  2. The applicant must have a long-term, full-time job in Manitoba.

Adaptability-

At the time of application, the applicant must be living in Manitoba. The applicant must show that they plan to stay in Manitoba after being nominated. They can do this by submitting a Career Employment Plan that shows how they can have a successful career in Manitoba.

C. International Student Entrepreneur Pilot

The Manitoba International Education Stream of the Manitoba Provincial Nominee Program (MPNP), which is run by the province of Manitoba, has a pathway called the International Student Entrepreneur Pilot. The International Student Entrepreneur Pilot is for people from outside of Canada who just graduated from a post-secondary school in Manitoba and have at least six months of experience owning and running a business in Manitoba.

  • Minimum Requirements For the International Student Entrepreneur Pilot

Business Experience-

  1. A business plan must be submitted as part of the MPNP application.
  2. The applicant must have operated the business as a senior management in Manitoba for at least six months prior to nomination, while holding a valid temporary work visa and in accordance with the terms of the Business Performance Agreement (BPA).
  3. At least 51 percent ownership of the company’s equity.

Languages Official Proficiency-

Minimum CLB 7 For this pathway 

Education-

  1. Complete a postsecondary program in Manitoba that is at least two (2) years. (remote study and accelerated academic programs do not qualify)
  2. Studies and work/business experience outside of Canada will be regarded highly but are not eligibility requirements.

Age 

Must have age between 21-35

Adaptability-

  1. At the time of application, the applicant must possess a valid open work permit or post-graduation work permit (PGWP).
  2. Have stayed in MB continuously since graduation,
  3. Demonstrate intent to continue residing in Manitoba after nomination.

Settlement Funds-

  1. A deposit is not required.
  2. Minimum net worth is not an eligibility requirement; however, net worth/source of funds will be evaluated for the purpose of evaluating the applicant’s ability to execute the business plan successfully.
  3. The applicant must demonstrate six months’ worth of liquid money corresponding to the Low Income Cut-Off (LICO) standards for independent financial resources.
  4. An MPNP-approved third-party provider will confirm personal net worth. Along with the application, the MPNP must receive a verification report within 120 days of obtaining the LAA.

Business Performance Agreement-

Before the MPNP issues the applicant a letter of support for requesting a temporary work permit after the application has been approved, a Business Performance Agreement (BPA) must be signed.

MPNP Business Investor Stream (BIS)

Manitoba’s Business Investor Stream (BIS), which used to be called the Manitoba Provincial Nominee Program for Business (MPNP-B), is meant to attract experienced business owners and entrepreneurs who want to start a business or farm in Manitoba.

Mainitoba Business Investor Stream

The following streams are part of the Manitoba Business Investor Stream:

  • Entrepreneur Pathway
  • Farm Investor Pathway

Applicants who do well in either of these two ways in Manitoba will get an official nomination from the province. With this provincial nomination, people can apply for permanent resident status in Canada.

A. Entrepreneur Pathway

The Manitoba Entrepreneur Pathway is a component of the Manitoba Business Investor Stream of the Manitoba Provincial Nominee Program (MPNP). The Manitoba Entrepreneur Pathway is designed for seasoned business owners or senior managers who wish to launch a new enterprise in Manitoba.

Eligibility Requirements For Entrepreneur Pathway :

Language ability-

All applicants to this programme must show that they can speak English or French well enough to meet the Canadian Language Benchmark (CLB) level 5 requirements. The language tests must have been taken no more than two years before the application.

Education Level-

Candidates for this stream must have at least a Canadian high school diploma or the equivalent from another country.

Experience at Work-

The applicant must have worked as a business owner or senior business manager for at least three years. This experience must have happened in the last five years. The applicant will also have to stay involved with the business they want to start.

Investment Requirement-

For this stream, applicants must have a high net worth and be able to make a big investment. The applicant must have at least $500,000 CAD in net worth. 

In Manitoba Capital Region (Winnipeg)-

If the proposed business is in the Manitoba Capital Region, which includes the city of Winnipeg, the applicant must invest at least $250,000 CAD of his or her own money.

Outside Manitoba Capital Region-

If the proposed business is outside of the Manitoba Capital Region, the applicant must invest at least $150,000 CAD.

B. Farm Investor Pathway

The Manitoba Farm Investor Pathway is part of the Manitoba Business Investor Stream of the Manitoba Provincial Nominee Program (MPNP), which is a Provincial Nominee Program (PNP) run by the province of Manitoba. The Manitoba Farm Investor Pathway is for experienced farm owners and operators who want to invest in starting a new farm in Manitoba.

Eligibility Requirements For Farm Investor Pathway:

Experience in the farm business-

At least three years of experience running a farm business or owning and running a farm, which can be proven with documents.

Languages ability-

For this programme, there is no minimum level of language skills that you need to have. But people who want to apply for this programme may have to go to an interview in person as part of the process.

Investing in a farm business-

  1. A minimum of $300,000. Applicants are expected to start a farming business in rural Manitoba.
  2. Investments in a farm business must be made in eligible tangible assets, as defined by the MPNP.
  3. You need a business plan for your farm, which is part of the application.
  4. Investing in a farm business that is mostly run to make money from passive investments or for gambling purposes is not allowed.

The minimum score for Manitoba PNP is 60/100. After receiving the score, the applicant must file an EOI. After that, 1200 scores are ranked. After submitting an MPNP-B Nomination Application, the applicant will receive approval within 5-6 months.
