Eligibility Requirements for OINP Human Capital Priorities (HCP) Stream
- Valid Express Entry profile
To be eligible for the Human Capital Priorities stream, you must have a valid Express Entry profile with the Immigration, Refugees and Citizenship Canada (IRCC). You will be eligible for the human capital priorities stream only if you are eligible for:

- Express Entry Federal Skilled Workers Program (FSWP), or
- Express Entry Canadian Experience Class (CEC)
You must also receive the Notification of Interest or NOI in your IRCC Express Entry account from Ontario Immigrant Nominee Program (OINP)
- Academic requirements
In addition to being eligible for FSWP or CEC program, you should have a bachelors, masters, or PhD from Canada. If you have earned your degrees from a foreign university, you must have an Educational Credential Assessment (ECA) report. The report must not be older than 5 years. Additionally, you must authorize the ECA organization to share the Educational Credential Assessment with OINP.
- Language Proficiency
To be eligible for Ontario Human Capital priorities stream, you must score at least CLB 7 in either English or French, in all the four fields of speaking, listening, reading, and writing. OINP accepts IELTS, and CELPIP-G for English language proficiency, and TCF and TEF for French language proficiency.
- Availability of Funds
You must be able to demonstrate that you are capable of supporting yourself and your family (if applicable) financially. To be eligible under the OINP human capital priorities stream, you must have at least $13310, if you are the sole applicant. The minimum settlement requirement increases by $3586 with each additional family member accompanying you to Canada.
- Valid and Legal status in Canada
If you are applying to Ontario Human Capital priorities stream from Canada, you must be in possession of a valid work permit or study permit. In case your permit has expired, you will be eligible for the human capital priorities stream only if you have applied to renew or extend your permit to the IRCC.
- Intent to live in Ontario.

Ontario express entry human capital priorities stream: Step by step
The entire process of Canada immigration through the OINP human capital priorities stream can be divided into two phases:
Phase 1: Getting the provincial nomination.
Step 1: Create an Express Entry profile through GCKey or Sign-in Partner.
Step 2: You will be assigned your Express Entry program and CRS score according to the information you provide while creating your profile.
Step 3: Get a Notification of Interest (NOI) in your IRCC Express Entry account.
Step 4: Apply to the Ontario Human Capital Priorities stream within 45 days of getting the NOI from OINP.
Step 5: Upload all mandatory documents for the Human Capital Priorities stream and pay $1500
Step 6: Upon approval of your OINP application, you will receive a nomination approval letter and provincial nomination certificate through email. OINP will also send a notification of nomination in your IRCC account.
Phase 2: Apply to Canada PR through the Express Entry stream
Step 7: Accept the notification of nomination within 30 days.
Step 8: Provincial nomination will add 600 additional CRS points to your Express Entry profile. This will almost guarantee you an ITA or Invitation to Apply in the Express Entry draws.
Step 9: Submit all the documents mandatory for Canada PR through Express Entry, and pay the fee of $1365. You must apply for Canada PR within 60 days of getting the ITA.
Step 10: Once your PR application is approved, you will finally receive COPR or the Confirmation of Permanent Residence
