The Quebec Pilot Program for Orderlies allows temporary workers employed as orderlies to settle and work in the province as permanent residents. This pathway has two dedicated streams – Work Stream and the Work-Study Stream

The Quebec Pilot Program for Orderlies will accept applications till 31st December 2024. The Ministry of Immigration, Francisation and Integration (MIFI) will accept 600 applications for this pilot program.

The orderlies need to apply for a Quebec Selection Certificate (CSQ) through this pathway. Once the application is approved, they can then apply to IRCC for a Canada PR visa and immigrate to Quebec as a permanent resident. This article is a complete guide to the Pilot program for the Orderlies.

Eligibility Requirements for the Quebec Pilot Program for Orderlies

The eligibility criteria are different for the Workstream and the Work-Study stream of the Pilot program.

Eligibility for the Work Stream

If you want to apply for the Work Stream category, you must meet all the requirements below.

Language Proficiency Must be able to score at least NCLC 7 in spoken French. Quebec accepts TCF, TEF, DALF, DELF, and TEFAQ for French proficiency tests. 
Financial StabilityYou must have sufficient funds to sustain yourself in Quebec. These funds depend on the number of family members accompanying you to the province. You must have at least $3,588 (CAD)
Education Must have a one-year, full-time diploma relevant to the occupation of an orderly. 
Existing Job OfferYou must have an existing job as an orderly in Quebec when applying.
Work Experience in QuebecYou must have worked as an orderly in Quebec for at least 2 years in the last three years.

Or

Worked in a health occupation relevant to basic personal care outside Quebec for at least 12 months, and as an orderly within Quebec for 12 months, in the last three years. 

The work experience must be paid and full-time (30 hours per week). It must be gained in a company that you do not own or control.

– NOC 31300 – Nurse coordinator and supervisor
– NOC 31301 – Registered nurse and registered psychiatric nurse
– NOC 31302 – Nurse Practitioner
– NOC 32101 – Licensed Practical nurses

Eligibility Requirements for the Work-Study Stream

You must meet all the following conditions to be eligible for the Work-Study category of the Quebec Pilot Program for Orderlies

Ongoing job in QuebecAt the time of applying, you must have a job in Quebec as an orderly. 
Academic Qualifications– You must have acquired a Quebec Diploma of Vocational Studies (D.V.E.). This diploma will prepare you for the job of an orderly. 

– You must have completed this diploma within the last two years before applying to the program.

– Complete the Institutional and Home Care Assistance course (870 hours) and get a secondary diploma of vocational studies.
Work Experience You must have worked for at least one year as a patient service associate in Québec.
This work experience must have been obtained within the last two years before you apply, and it must be after you completed your education program

To be eligible for this Pilot program, you must have sufficient money to support yourself and your family members accompanying you to Quebec. The minimum amount required is given in the table below.

How to Apply to the Quebec Pilot Program for Orderlies?

Once you are sure about the program eligibility, you can apply to the Quebec Pilot Program for Orderlies through the following steps.

  1. Register yourself on the Arrima platform
  2. Initiate an application for the Pilot Program for Orderlies
  3. There are two parts in the application form. Part 1 includes information such as personal details, employment, work experience, and many others. Part 2 will include a document checklist. You will need to submit this checklist along with all the documents.
  4. Submit all the forms and documents
  5. Finally, pay the fee once you have uploaded the documents and submit the application
  6. You will be requested to obtain an attestation of learning about democratic values and the Québec values within 60 days
  7. If MIFI approves your application, they will issue you a Quebec Selection Certificate  (CSQ).
  8. With a CSQ, you can then apply to IRCC for Canada PR through the Quebec Selected Skilled Worker Program within 2 years.

Documents Checklist for the Quebec Pilot Program for Orderlies

Before applying to the Quebec Pilot Program for Orderlies, make sure you have the following documents.

  • Pages from valid passport that include its issue and expiry date and your personal details.
  • Birth Certificate
  • Study Permit – if applicable
  • Quebec Acceptance Certificate (CAQ) – if applicable
  • Marriage certificate – if applicable
  • Language test results
  • Work certificate dated and signed by the employer. It must include:
    • Job title
    • Job duration
    • Working hours
    • Salary
    • Designation
    • Job role
    • Employer’s contact details
  • Three salary statements – at the start of the job, halfway through the job, and the last salary statement issued by the employer
  • Resident permits issued by IRCC – if applicable

Note: all documents must either be in French or English. If not, they must be translated into English or French by a valid translator. You will need to scan the original documents in color and upload them as a PDF file.

Processing Time and Fees

The processing time for most applications is 6 months. However, it varies with individual application. Submitting a complete application will improve the processing time.

The application fee for the Quebec Pilot Program for Orderlies is $895 (CAD) for a single applicant, and an additional $192 (CAD) each for a spouse and dependent children.
