The candidates that received invitations in this round of Express Entry draw scored at least 541 CRS score or above. This minimum requirement of the CRS score is also called the CRS cut-off of a particular round of draw.
A total of 730 Invitations to Apply (ITAs) were issued in the 281st Express Entry round of draw. As mentioned above, the candidates that received ITA in this draw were from the Federal Skilled Workers Program, Federal Skilled Trades Program as well as Canadian Experience Class. There might be some candidates under the Provincial Nominee Program who were also invited.

As you can see, both the draws were aimed at inviting candidates from All Programs or they were General draws. Moreover, the CRS score has been going down bit by bit.
At first, it was 546 points then 543 points, and this time 541 points. However, the usual CRS requirement is still to achieve at least 500 CRS points if you want to receive an ITA.
