OINP International Student Stream 2023
OINP International Student stream is exclusively for international students who have a valid job offer from an employer in Ontario. It is one of the pathways in the OINP Employer Job Offer stream that facilitates the immigration of applicants with a valid job offer in Ontario.

1. Ontario’s Expression of Interest Streams
Employer Job Offer: Foreign Worker Stream:
It is applicable for foreign workers that has a job offer from an Ontario employer in a skilled-based occupation.
Employer Job Offer: International Student Stream:
For international graduates from an eligible Ontario university or college with a job offer in a skilled-based occupation.
Employer Job Offer: In-Demand Skills Stream:
It is for individuals with a job offer skilled in specific in-demand occupations in Ontario.
2. OINP through Express Entry
There are 3 streams for individuals that has profiles in the federal Express Entry system:
Human Capital Priorities Stream: Applicable for skilled workers with strong human capital factors.
Skilled Trades Stream: For skilled trades workers having experience in eligible occupations.
French-Speaking Skilled Worker Stream: For skilled workers having strong French language proficiency.
3. OINP for Students with Ontario Education:
There are 2 streams for graduates of eligible Ontario institutions:
Masters Graduate Stream: For master’s degree graduates having strong performance in academic.
Ph.D. Graduate Stream: It requires Ph.D. graduates with research experience in a field aligned with Ontario’s strategic priorities.
4. OINP Entrepreneur Stream:
individuals that has entrepreneurial experience and financial capacity to start or purchase a business in Ontario.
Processing Time and Fees
The processing time for the OINP International Student stream is 90 to 120 days or 3 to 4 months. The application fee for the OINP Employer Job Offer-International Student stream is $1500.
Eligibility Criteria for Employer Job Offer-International Student Stream
You are eligible to apply for the OINP International Student Stream if:
- You are a foreign student with a valid job offer from an approved employer in Ontario.
- You have submitted an Expression of Interest and received an Invitation to Apply for the OINP International Student stream.
- You completed your education from an approved Canadian university or college. Refer to the complete list of eligible Canadian institutes provided at the end of this article.
Your academic program is eligible for the OINP International Student stream if:
- The program is full-time and spans a minimum of two years.
- If your degree, diploma, or certificate is one year long, it must be full-time and require a degree for admission eligibility.
- The program entails 15 hours of classes weekly within an academic year, including any training period.
You must apply for the OINP International Student stream within two years of graduating. For example, if you completed your degree in June 2023, you can apply until June 2025. The two-year duration is counted from the day you receive your educational credential, not from the date of your Invitation to Apply for the OINP draws.
If your job offer necessitates specific authorization or licensure in Ontario, you must obtain the mandatory authorization when applying for the OINP International Student stream.
Your intention to settle in Ontario and contribute to the provincial economy is assessed through:
- Proof of studying and residing in Ontario.
- Leasing or owning property in the province.
- Establishing a reliable social circle in Ontario, such as professional networks and family connections.
- Attending job interviews and applying for positions in the province.
If you are an international student applying from within Canada, ensure you possess a valid study or work permit during your application for the OINP International Student stream. If you have applied to the Immigration, Refugees, and Citizenship Canada (IRCC) for an extension or renewal of your permit, you can still apply to the stream under “implied status.”
What is a valid job offer?
To qualify for the OINP International Student stream, you need a valid job offer from an approved employer. Your job offer must meet the following criteria:
- Job Category: The offer must fall within the TEER categories 0, 1, 2, or 3, aligning with the NOC codes acceptable for the OINP Foreign Worker stream.
- Full-time Position: The job should be full-time, requiring a minimum of 30 hours per week or 1,560 hours annually to be eligible for the OINP International Student stream.
- Paid Employment: The salary should meet or exceed the low wage level for your occupation. For instance, if your job offer corresponds to NOC code 11100 for Accountants, your pay must be $23 or more per hour. If you currently hold the same position with the employer, your salary should be at least as much as your current earnings.
- Permanent Job: The offer should be for a permanent position, without an end date, as contracts are not accepted for the OINP International Student stream.
- Equity Ownership: Neither you nor your family members should have any equity in your employer’s business, except if it forms part of your compensation. Furthermore, any equity you hold should not exceed 10%.
OINP Employer Job Offer-International Student stream: Employer Requirements.
To qualify for the Employer Job Offer-International Student stream, you need a job offer from an eligible employer. An eligible employer:
- Must have operated an active business for at least three years.
- The business must be partly located in Ontario, and the job must require you to work within the province.
- Should not have any pending orders against the business under the Occupational Health and Safety Act or the Ontario Employment Standard Act, 2000.
- For positions in NOC code 73300 (Transport truck driver) or NOC 73301 (Bus drivers, subway operators, etc.), the employer must possess a CVOR certificate.
- Must maintain an annual gross revenue of $1,000,000 for roles in the Greater Toronto Area, encompassing Toronto, Durham, Halton, York, and Peel regions. For vacancies outside this area, the employer’s annual revenue must be at least $500,000.
- Should have employed a minimum of five full-time Canadian citizens or permanent residents if the job is within the Greater Toronto Area. Outside the GTA, the requirement is a minimum of three Canadian citizens or permanent residents.
- If applicable, should have a positive LMIA report, or if LMIA exempt, demonstrate efforts to hire Canadian citizens or permanent residents through at least two recruitment methods, such as advertising in the Job bank, print media, employment websites, or participation in job fairs.
- Must complete and submit an OINP Employer Form to you.

How to apply for the OINP International student stream?
Applying for the OINP International Student stream is an extremely simple process. Below is the step-by-step guideline to help you apply for the stream easily.
Phase 1: Getting your ITA
STEP 1: Create an ONe-key account and register an Expression of Interest (EOI) in the OINP e-filing portal.
STEP 2: Get a score out of 108 in the EOI system as per the information provided.
STEP 3: Receive an ITA in the OINP draws
Once you receive an ITA to apply for the OINP International Student stream, you can apply through the stream within 14 days.
Phase 2: Apply to the Employer Job Offer- International Student stream- deadline 14 days
STEP 1: Gather all your documents such as your ECA, language proficiency score (IELTS, CELPIP-G, TCF, TEF), job offer, etc. in order to substantiate your score in the EOI system. Upload all the required documents while applying to the OINP international student stream.
STEP 2: Once you have uploaded all the mandatory paperwork, pay the program fee.
STEP 3: Once you apply to the OINP international student stream, you will receive a confirmation email.
Phase 3: Get the Nomination certificate and apply for Canada PR- deadline 6 months
STEP 1: Once your application for the OINP International Student stream is approved, OINP will send you a nomination approval letter, nomination certificate, and a work permit support letter (if applicable).
STEP 2: You can now apply to IRCC for Canada PR through the Provincial Nominee Program (PNP). You must apply for Permanent Residency within 6 months of getting your provincial nomination certificate.
STEP 3: Your PR application is assessed and reviewed by the IRCC. Once approved, you will receive your COPR or Confirmation of Permanent Residence.
