Immigration, Refugees and Citizenship Canada issued 733 Invitations to Apply (ITA) to eligible applicants belonging to the PNP or Provincial Nominee Program on Wednesday 1st February, 2023. The CRS score cut off was 733 points.

This was an unexpected event as this is the first program specific round of invitation since 6th July 2022. The last specific draw for the Provincial Nominee Program was the 225th draw which was held on 22nd June 2022. In that draw, 636 applicants were issued ITAs and the CRS score cut-off was 752.

In the year 2022, there were no rounds of invitations for the Federal Skilled Worker Program and Federal Skilled Trades Program until the month of June. This was due to the travel restrictions caused by the COVID-19 pandemic. Since 6th June 2022, IRCC has conducted all program Express Entry draws. All program rounds of invitations issue ITAs to eligible Express Entry profiles irrespective of their Express Entry program. The 239th Express Entry draw is the first program specific draw in 7 months.

Why is the CRS score so high?

The CRS score cut off for the 239th Express Entry draw is 243 points higher than the cut-off of the 238th Express Entry draw. The reason for this drastic increase in the CRS cut-off is because the draw is exclusively for profiles with a provincial nomination. Once an applicant gets a provincial nomination, the Comprehensive Ranking System awards them 600 additional points. Therefore, Express Entry profiles with provincial nomination have a higher CRS score. This is the reason for a very high CRS score cut-off in the 239th Express Entry draw.

Reason for lower ITAs

The ITAs issued in the 239th round of invitations is 4607 lower than the previous draw. There are two main reasons for this:

  • It was a Provincial Nominee Program specific draw and fewer people were eligible for it.
  • The CRS score cut-off was exponentially higher.

Steps after getting an ITA

Now that you have received an ITA, you have 60 days to upload all your documents, pay $1365 application fee, and apply for Canada PR through the Express Entry system.
