Canada Northwest Territories Nominee Program (NTNP)

NTNP is the provincial nominee program of Canada, which plays a vital role in boosting the provincial economy by nominating eligible candidates so they can apply for Canadian PR. NTNP is operated by the provincial government of Northwest Territories and overall comes under the jurisdiction of IRCC or Immigration, Refugees and Citizenship Canada.

There are three streams through which you can apply to immigrate to Canada’s Northwest Territories. 

Northwest Territories Nominee Program (NTNP) Streams

The NTNP streams are:

  1. Francophone Stream: For foreign nationals with both English and French language proficiency
  2. Employer-Driven Stream: For Canadian employers looking to hire workers in industries with high labour shortages
  3. Business Stream: For foreign nationals who intend to buy or start a business in Northwest Territories

1. Francophone Stream

The Francophone Stream is the ideal immigration stream for candidates with both French and English proficiency skills. You must have at least CLB 5 in French language and CLB 4 in English, and meet other stream requirements to be eligible for a nomination. 

Francophone Stream Requirements

The basic eligibility requirements for the Francophone Stream are provided below:

  • Language proficiency requirements:
    • CLB level 5 – French Language 
    • CLB Level 4 – English Language
  • Submit all required documents in either English or French language
  • NOC TEER categories 0, 1, 2, 3, 4, or 5, are accepted
  • A full-time job offer
  • Wage offered must be competitive 
  • Canadian employer must be eligible 
  • The applicant needs to provide a detailed description of job position
  • Meet education and work experience requirements
  • If the applicant is already employed in Canada, employment status must be legal
  • The applicant must intend to settle in Canada and have enough settlement funds 

2. Employer-Driven Stream

The Employer-Driven Stream enables employers who are permanent residents or citizens of Canada to select and nominate foreign skilled workers. The employer must first send a job offer letter to the applicant, if they qualify for the stream. Under the Employer-Driven stream, there are three categories:

  1. Entry Level/Semi-Skilled Occupations 
  2. Skilled Worker
  3. Express Entry

a. Entry Level/Semi-Skilled Occupations

Canadian employers who are unable to fill semi-skilled job positions locally can nominate candidates with occupations under the NOC TEER categories 4 or 5. Selected applicants must have at least CLB level 4 in either English or French language.

Applicants must have at least 6 months of work experience too. 

b. Skilled Worker

The Skilled Worker category under the Employer-Driven stream of NTNP assists candidates with occupations under NOC TEER categories 0, 1, 2, or 3 to get hired in Northwest Territories. 

Applicants need at least 1 year of skilled work experience, adequate training, education, and experience to perform their job duties. 

c. Express Entry

Candidates with an active profile in the Express Entry pool may get selected by the NTNP if they meet the program requirements. If the applicant has an Express Entry profile, their occupations must already be listed under one of the following NOC TEER categories:

  • TEER 0
  • TEER 1
  • TEER 2
  • TEER 3

Moreover, the applicant must have at least 1 year of skilled work experience in the last 10 years. 

3. Business Stream

You may apply to the Business Stream of the Northwest Territories Nominee Program if you wish to purchase or build your own business in the province. To be eligible for the stream, meet the following requirements:

  • Equity requirements:
    • Invest at least CAN$100,000 if you will be starting or buying a business outside of Yellowknife’s corporate boundaries
    • Or, CAN$200,000 if you will be buying or starting the business within the boundaries
  • You must own at least 33.3% of the business, or if you are investing CAN$100,000 equity, you may own less percentage 
  • Personal net worth requirements depends on whether you are starting/buying a business within or outside Yellowknife’s corporate boundaries:
    • CAN$500,000 – within the corporate boundaries
    • CAN$250,000 – outside the corporate boundaries
  • Must have at least CLB level 4 in English or French
  • Must understand the economy of NWT comprehensively 
  • Have enough education and work experience 
  • Have adequate settlement funds
  • Must intend to work and live in NWT
  • Must not have another active profile in any of the Canadian PNPs or another NTNP stream
