The Northwest Territories Nominee Program is a Provincial Nominee Program (PNP) run by the Northwest Territories Canada to invite more immigrants and increase Canadian immigration in the Northwest territories. Employer-driven Streams

Canadian employers or companies can use the Employer-Driven Stream to hire and nominate foreign nationals when no Canadian or Canada PR holders are available for employment. This stream assists firms in hiring qualified individuals while also assisting them in obtaining Canada PR holders through three program types:

  • Skilled worker stream 
  • Entry-level/semi-skilled worker occupations 
  • Northwest Territories Express Entry

Skilled Worker Stream
Federal Skilled Trades Program and Federal Skilled Workers Program

The Skilled Worker category assists firms in attracting suitable persons when there is a labor shortage in the Northwest Territories Canada for positions that require formal education and specialized training. In order to apply for this stream, you must demonstrate that you have the necessary training, experience, and education to satisfy the requirements of the job description. If you are residing overseas or in Canada without a valid work visa then you will be not eligible for the nomination under this stream. 

Eligibility requirements for the Northwest Territories Skilled Worker Stream

In order to be eligible for the Northwest Territories Skilled Worker stream you meet the following criteria: 

  1. You must have at least one year of full-time experience in the appropriate occupation and a minimal linguistic requirement to guarantee that you are proficient in English or French. 
  2. Submit all needed papers, including a valid work permit, Educational Credential Evaluation (ECA), passport, birth certificate, legitimate language test, marriage certificate, and passports of dependents (if applicable).
  3. The applicant must have the necessary education, work experience, and certificate/accreditation to execute the job connected to the application.
Entry-level/Semi-Skilled Worker occupations

When companies are unable to locate a qualified Canadian citizen or Canada PR holder locally or nationally, the Northwest Territories Entry Level/Semi-Skilled Occupations stream assists them in filling labor shortages. The stream is designed primarily for individuals in entry-level and semi-skilled industries that require little or no training. To be eligible, nominated foreign nationals must be employed in a position classified at National Occupational Classification (NOC) level C or D.

(NOTE: From 16 November 2022 NOC 2016 version 1.3 will not be effective. Skill Level will be converted to the training, education, experience, and responsibilities (TEER) code according to NOC 2021 version 1.0. So, NOC skill levels C and D will become TEER 4 and 5)

Northwest Territories Express Entry

Candidates in the Express Entry pool who have a job offer from a Northwest Territories company can use Northwest Territories Express Entry stream as a route to permanent residency. It is a federal program that allows skilled persons who wish to work and reside in the Northwest Territories to apply faster for the Canada PR. If you could get a provincial nomination under Northwest Territories Northwest Territories Express Entry Stream, you will get the additional 600 CRS points.

Eligibility requirements for the Northwest Territories Express Entry

Most of the requirements for this stream are the same as the requirements for the skilled worker streams but there is one additional requirement for Express Entry Skilled Workers in the Northwest Territories:

Foreign nationals who are in the Express Entry pool are only eligible for the Northwest Territories Express Entry Skilled Worker stream. In order to apply under this stream, you must enter the Express Entry pool and get ranked before your company can submit an application. The application requires the acceptance letter and the job seeker validation code.

Candidates must have a valid Express Entry profile throughout the application process and desire to settle permanently in the Northwest Territories Canada. If you get approved in the Northwest Territories Express Entry Skilled Worker stream, then you will be granted provincial nomination by the Northwest Territories. Through the Comprehensive Ranking System (CRS), the provincial nomination will award the candidate 600 additional CRS points, which you can use to get an invitation to apply (ITA) in a future Express Entry draw.

Northwest Territories Business Driven stream

Individuals with sufficient financial resources who want to permanently settle and develop a business in the Northwest Territories Canada may apply under the Northwest Territories Nomination Program’s business-driven streams.

Applicants must submit a compelling business plan that has the potential to offer profitable job opportunities for other Canadian citizens and Canada PR holders. Priority will be given to entrepreneurs who can start a firm that will boost the economy of this northern area significantly. The following streams are included in the Northwest Territories Business Driven stream:

  • Entrepreneur in the Northwest Territories

Entrepreneurs who want to start, buy, or invest in a firm in the Northwest Territories Canada in any economic area may be eligible for provincial nomination under the NTNP Entrepreneur stream. Applicants will be required to present a business plan for the proposed business, and enterprises that provide a new product or provide substantial advantages to the Northwest Territories will be given preference.

  • Self Employed in the Northwest Territories (Terminated)

Through the Northwest Territories Nomination Program’s Self-Employed stream, professionals who are self-employed and have the capacity to offer services that are in high demand in the Northwest Territories Canada are eligible to apply. Candidates cannot apply through this provincial nomination stream if they will be working for a company or organization. 

IMPORTANT: This program has been stopped. There are no plans to restart this program at the moment. 

Eligibility requirements for the Business-Driven Stream

You must satisfy the following requirements in order to apply through the Business Stream of Northwest Territories Canada:

1. Minimum funds to invest

  • You must have a minimum of $300,000 CDN in equity into launching or purchasing a firm within Yellowknife, Northwest Territories.
  • If you are launching or purchasing a firm outside of Yellowknife, Northwest Territories then you should have a minimum of $150,000 CDN equity.

2. You must own at least 33.3% of the firm or must have more than $1,000,000 CDN stakes. 

3. You must have a personal net worth of at least $500,000 CDN inside Yellowknife and $200,000 CDN outside Yellowknife.

4. When applying, you must show that you have attained a language proficiency score of CLB 4 (Canadian Language Benchmark) for English or the equivalent score on the Niveaux de compétence linguistique canadiens (NCLC) for French.

5. You must show that you have a basic understanding of the economics of the Northwest Territories Canada.

6. You must have the basic communication abilities needed for both integrating into society and conducting business in the Northwest Territories

7. You must provide proof of funds to launch and run a business, as well as sustain yourself and any dependents for the term of the applicant’s business performance agreement

Northwest Territories Francophone Stream

French and English-speaking foreign nationals who have a legitimate employment offer from the Northwest Territories Employer are eligible to apply to the NTNP through the Francophone Stream. Steps to Canada PR through the Northwest Territories Nominee Program

  6. If IRCC approves your application and nominates you for immigration to Canada’s Northwest Territories, it will subsequently issue the Confirmation of Permanent Residency (CoPR) for you. The validity of your medical examination’s findings will often dictate when the COPR expires. Medical test results are valid for a year.
  7. After receiving your Confirmation of Permanent Residence (COPR), you must arrive in Canada before the CoPR document’s expiration date. Once you arrive in Canada, you will be eligible to apply for a Canada PR card and become a permanent resident.
