Common British Columbia PNP Eligibility requirements for Skilled Immigration

An applicant is mandated to meet certain requirements to be eligible for any of the above sub categories of Skilled Immigration. Additionally, each sub-category of this British Columbia PNP program also has its own eligibility criteria. The common mandatory conditions that the applicant must meet in all the sub categories are given below.

Demonstrate Your Aim to Reside in British Columbia

The most crucial requirement for British Columbia PNP (BC PNP) is to successfully prove his/her intentions to live and economically establish themselves in the province of British Columbia. This mandatory requirement demonstrates how British Columbia aims to create a stable workforce in the long run.

Be an Economic Asset to the Province

British Columbia PNP (BC PNP) not only aims to invite and keep skilled international workers, it also wants them to consistently be an asset to its economy. For British Columbia to perceive you as lucrative, your employment must:

  1. Maintain and create employment for the people of Canada.
  2. transfer knowledge and skills to the people of Canada.
  3. Create a workforce for major projects, and
  4. Facilitate the development of proprietary new products.
Common British Columbia PNP Eligibility in Language

If your employment-offer is under the NOC skill level O or A, you are exempted from providing language test results. However, if you want to earn points for language proficiency, you will have to take the language test. If your job-offer is NOC skill level B, C, or D, you must score a minimum of CLB 4. This minimum score must be in all the four competencies of reading, writing, speaking and listening. You must take your proficiency test within two years of application to the British Columbia PNP (BC PNP). The test becomes invalid if it is older than 2 years. The accepted proficiency tests are IELTS, CELPIP, TEF, and TCF.

Possess a Valid and Active Immigration Status

Your Permanent Resident status must be valid. If it has expired, apply for its restoration within 90 days. After 90 days you would become out of status. Besides an active Canada PR, the British Columbia PNP (BC PNP) also requires you to

 

  • Not work in Canada unless authorised.
  • Not have any pending refugee claim in Canada
  • There must not be any removal order against you. You should not be obliged to get authorization for returning to Canada.
Be Employed Under a Valid Employment

Your employment will be valid for British Columbia PNP (BC PNP) only if,

 

  • It pays you appropriate wages according to the work performed.
  • You do not possess ownership stake of 10% or more.
  • The organization that has employed you must be operational in B.C
  • Your employment must benefit the economy of British Columbia.
A Valid Job Offer Letter

The sub category Skills Immigration for international Post Graduates does not require a job letter. For all the other sub-categories of British Columbia PNP, a valid job offer is mandatory.

  • The offer must be on the official company letterhead.

Who is capable of facilitating financial benefit to the Canadian province.

  • Is established in British Columbia.
  • The employer must have his/her business structure either in a valid public or in a non-profit organization or must be registered as a limited, limited liability or a general partnership in B.C.
  • Public school districts, regional health authorities, government research institutes and public tertiary educational institutes are also considered valid employers.
  • The employer must also have signed the employer declaration form that declares that they all the information provided by them is correct.
  • They must possess a valid business license. In case they are exempted from having a license, they must cite the particular clause that proves exemption.
Be Qualified for the Job

You must possess all the mandatory qualifications required by the occupation you are employed in. The British Columbia PNP (BC PNP) refers to the NOC (National Occupational Classification), Work BC and other agencies and associations to verify the minimum qualifications necessary for a particular designation. Additionally, if your occupation requires you to possess license or certification, you must be able to prove your eligibility to acquire the necessary licensure.

Earn a Standard Wage

Your job offer must earn you a market rate, standardised remuneration to be eligible for British Columbia PNP. It must be at par with Canadian citizens and permanent residents with similar education. Your salary must also be according to the compensation structure determined by your employer.

Earn a Minimum Family Income

Your employment in British Columbia (B.C.) must pay you minimum wages as per your area of residence in the province and the number of people financially dependent on you. Your partner and children would be included in the family size even if they do not accompany you to British Columbia. Moreover, your family income will be your net annual remuneration paid by a valid employer. The annual income of your spouse or legal partner would also be added if applicable. To be included in the family income, your spouse or legal partner must be employed under a valid work permit and must be working in B.C.

British Columbia PNP (BC PNP) Eligibility if you are a skilled worker

POSSESS A VALID EMPLOYMENT OFFER UNDER NOC LEVEL O, A OR B.

As a skilled worker, you must be employed in a job of NOC skill level O, A or B. These are usually managerial and skilled jobs that require college education. In most cases, the British Columbia PNP  requires you to have a job offer for an indeterminate period of time. However, if you are applying under an eligible tech occupation, your offer does not have to be for an indeterminate period of time. More details on the British Columbia PNP Tech are discussed in the next section.

Acquire minimum work experience of 2 years.

A skilled worker in British Columbia PNP (BC PNP) is required to have a minimum work experience of 2 years. The experience gained must be in an occupation that falls under NOC skill level A, O, or B. This minimum work eligibility must not be confused with the work experience that determines your score in the SIRS or the Skills Immigration Registration System. The applicant can acquire the mandatory work experience in or outside Canada. In case you worked at a co-op, your work experience will be considered only if,

  1. It is paid and full time: a full-time employment means at least 30 hours per week.
  2. It must be in a skilled occupation.

You must have finished your graduation: you must be able to prove that you have successfully finished your study program.

YOUR EMPLOYER MUST BE VALID UNDER BC PNP.

AN EXPRESS ENTRY PROFILE AND A JOB SEEKER VALIDATION CODE.

If you are a skilled worker who is immigrating through the Express Entry British Columbia or EEBC, you must have a valid express entry profile and a Job seeker validation code.

BC PNP Eligibility for Health Authority

The province of British Columbia has an aging population. This implies that with each passing year, more doctors, nurses, paramedics and other health professionals retire. This shortage has become drastically acute due to Covid-19. The Health Authority category under the B.C. Skills Immigration program facilitates the provincial Government in replenishing the loss of indispensable healthcare workers. Being the priority for B.C, this subcategory of British Columbia PNP exempts the applicant from registering in the Skills Immigration Registration System (SIRS). If applying as a healthcare professional, you can directly apply to the public health authorities in B.C. British Columbia PNP requirements under this Skilled Immigration sub-category are elaborated below.

FULFIL THE COMMON COMPULSORY REQUIREMENTS.

Besides meeting the eligibility criterion for the Health Authority section, the applicant must meet the British Columbia PNP requirements elaborated in the above sections of the article.

MUST BE OFFERED EMPLOYMENT BY A BRITISH COLUMBIAN PUBLIC HEALTH AUTHORITY.

This British Columbia PNP mandates the applicant to possess a paid, full-time (30 hours/week) job offer for an indeterminate period of time. Your job offer under this category can be of any NOC skill level. Moreover, if you are qualified for a tech designation, your job offer does not need to be for indeterminate period of time. This offer must be from a public health authority. Valid health authorities in BC are,

  • Provincial Health Services Authority.
  • First Nations Health Authority.
  • Fraser Health.
  • Interior Health.
  • Island Health.
  • Northern Health.
  • Vancouver Coastal Health.
  • Providence Health Care.

For recruitment, the applicant can contact Health Match BC. Health Match B.C. is a free recruitment service, funded by the government. They facilitate the recruitment of eligible healthcare professionals on behalf of the publicly funded medical and healthcare employers.

BE QUALIFIED FOR THE EMPLOYMENT OFFERED BY A HEALTH AUTHORITY.

Under this British Columbia PNP (BC PNP) criterion, the applicant must have the required academic qualifications, training and experience. If your occupation requires a license or certification, you must be eligible for it.

BE EMPLOYED AS PHYSICIAN OR A NURSE.

You will qualify if you are a physician or a nurse who is already employed, or will be employed in British Columbia with a public healthcare authority. You must provide a letter of recommendation from the public health authority that is employing you. This letter of recommendation must verify your

 

  • Designation,
  • Health authority’s support in your British Columbia PNP application, and,
  • That you will soon be working in British Columbia.
APPLY AS A MIDWIFE.

To be eligible for being employed as a Midwife, you must be employed with a valid establishment within British Columbia. Moreover, you must be working with that group for at least six months before applying under the Health Authority category. As a proof of work experience and qualification, you are required to provide a confirmation letter. This letter must be on the official letter head of the practice group. It must clearly mention the date when you were employed into the group. It must be signed by you and the authorized employer of the practice group.

BE EMPLOYED UNDER A VALID BRITISH COLUMBIAN EMPLOYER.
An eligible employer for British Columbia PNP (BC PNP) must have required licensure, possess a valid business structure, and be lucrative to the British Columbian economy. Detailed information about a valid employer is discussed in the article below.
APPLY AS A HEALTHCARE PROFESSIONAL THROUGH EXPRESS ENTRY.

If you have a valid Express Entry profile number and a Job Seeker Validation Code, you can also apply through the EEBC option under the BC PNP program.

Skilled Immigration for Entry level and Semi-skilled Category. (ELSS)

Employment in the field of tourism, food processing, hospitality and long-haul trucking are qualified under this category of BC PNP. Live-in caregivers are not eligible under the ELSS Skills Immigration. Furthermore, this program is ineligible for Express Entry BC or EEBC. BC PNP requirements for this category are:

  • Full time employment offer of NOC skill level C or D
  • A work experience of at least 9 consecutive months and two years’ work experience in case of long-haul truck drivers.

The Express Entry British Columbia or the EEBC option.
The Express Entry is a program that was initiated by the Immigration, Refugees and Citizenship Canada (IRCC) in January 2015. Applicants are eligible for Express Entry under the BC PNP program or EEBC if,

THEY QUALIFY FOR THE EXPRESS ENTRY PROGRAM

The applicants must qualify for all the mandatory conditions for at least one of the three federal Express Entry programs: Federal Skilled Worker Program, Federal Skilled Trades Program, and, Canadian Experience Class program.

THEY QUALIFY UNDER ONE OF THE EEBC CATEGORIES.

The BC PNP offers Express Entry for

  • Skilled Workers
  • Health Authority
  • International Graduate
  • International Post-graduate.

The applicants must qualify for the general British Columbia PNP (BC PNP) requirements in addition to the eligibility criteria specific to the above four sub-categories.

POSSESS AN EXPRESS ENTRY PROFILE AND A JOB SEEKER VALIDATION CODE.

An Express Entry profile and a Job Seeker Validation Code are assigned to applicants once they meet all the Express Entry conditions.

Note: Your Express Entry profile must remain valid and visible to the British Columbia PNP (BC PNP) during the time of assessment and nomination. Your Express Entry profile will be invisible to BC PNP if IRCC has already issued you an ITA before your PNP nomination. In this case, you will have to refuse the IRCC invitation to be considered for the BC PNP nomination

BC PNP eligibilities for graduates and post graduates.
The Canadian Province of British Columbia offers immigration programs exclusively for international graduate and post graduate students. The British Columbian government is keen to retain highly educated immigrants through the BC PNP International Post-graduate and BC PNP International Graduate category. The eligibility criteria are discussed in detail here.

BC PNP for the International Graduate category

This subcategory of the BC PNP Skills Immigration program is for global students who have graduated from a Canadian post-secondary institution. To qualify for immigration to B.C. as an International graduate, the applicant must apply within three years from graduating. The applicant is also required to meet some additional mandatory requirements mentioned in this section.

Graduate with a diploma, degree, or certificate from an accredited Canadian tertiary institution- college or university.

The university or college from where the applicant graduates must be authorized to award degrees, certificates, and diplomas. To qualify under this skilled immigration category, your academic program must be at least 8 months or two semesters. It must be a full-time program. These 8 months do not include the time taken by internships and co-op works. Certificates and diplomas are valid only if they are from a public tertiary institution. Certificates and diplomas from a private Canadian institution are not acceptable under the BC PNP International Graduate category. You are ineligible if,

  • Your diploma or certificate is for language training.
  • You apply for immigration later than three years after graduation.
  • Your academic program is in distance learning mode situated in or outside Canada.
  • The degree, diploma, or certificate earned is awarded by a branch of a Canadian institution that is established outside Canada.
Receive a job offer with NOC levels A and B

To qualify under the International Graduate category of the BC PNP, the applicant must be offered a full-time employment. The employment letter must be authorized and signed and must be on the official letterhead of the employer’s company. A job offer of NOC skill level O is not applicable for graduates. Occupations under NOC level O are managerial and supervisory designations that require substantial work experience. If the applicant’s job offer includes a supervisory designation, he/she must be able to prove that they have the required exposure for the designation. Failing to prove so might lead to refusal of the application. 

Your employment must be offered by a legitimate employer in British Columbia.

The BC PNP eligibility requirements for a legitimate employer are discussed further in this article. Precisely, the employer must be financially lucrative to the province, operate in B.C., and possess all the required licensure.

Immigrate through the British Columbia Express Entry (EEBC) program.

If you have a valid Express Entry profile along with a Job Seeker Validation Code, you qualify for immigration to B.C. through its Express Entry program (EEBC). The express Entry category of the BC PNP is detailed further in the article.

Fulfil all the general BC PNP eligibility requirements

Besides meeting the above conditions, the applicant must also meet the general qualifying criteria discussed in the article above to be eligible under for BC PNP nomination.

British Columbia PNP eligibility for International Post-Graduation Category

The highlight of this BC PNP category is that the applicants are exempted from registering in the SIRS or the Skills Immigration Registering System. Moreover, having a job offer is not compulsory. To be eligible under this category, you must be awarded with a master’s or a doctorate degree in the fields of health sciences, applied sciences and natural sciences. The list of eligible universities/colleges and the name of the programs is given in section 5. Similar to the international graduation category, the applicant must apply within three years from the official date of graduation. Moreover, a distance learning program where most of the coursework is online is not eligible under the BC PNP International Post-Graduation Category.

Prove that you intend and plan to live in B.C. after graduation

The province of British Columbia aims to retain qualified potential workforce. Thus, to be eligible under the BC PNP International Post-graduation category, you must be able to provide evidence about your intent to live and financially establish yourself in the Canadian province. This proof of plan includes,

    • Current Job in B.C: You must be able to prove that you have a long-term permanent job in B.C.
    • Family connections in British Columbia: Individuals are more likely to stay if they have some family, friends or a close-knit group within the province. You must be able to establish that you have a substantial support system.
    • A history of previous residence in British Columbia.
  • Exhibition of steps taken to permanently reside in B.C.
  • Possession of financial stability and source to support yourself and any dependants: This requirement of the BC PNP ensures that the potential workforce is financially strong and does not run the risk of turning into a liability.
  • Take steps to obtain and keep a valid sanction to be employed in British Columbia.

Skilled Immigration for Entry level and Semi-skilled Category. (ELSS)

Employment in the field of tourism, food processing, hospitality and long-haul trucking are qualified under this category of BC PNP. The BC PNP Draw

Once applicants register in the SIRS or the Skills Immigration Registration System, he enters in the registration pool. There, he is assessed and awarded points for various factors such as language, work experience, occupation, academic proficiency, wages, etc. It is from this registered pool of qualifying candidates that the BC PNP draw invites the top ranking and most suitable profiles. The BC PNP draw targets the most lucrative immigrants for their labour market needs. As per the government requirements and priority, the BC PNP draw might occur for priority categories such as healthcare, tech, childcare, and early childhood educators. The BC PNP draw occurs at least twice a month. The latest BC PNP draw was held on 24th of May 2022. It was targeted for Tech, Healthcare and Early Childhood Care occupations. 115 applicants were issued ITAs for tech occupations. Healthcare and Early childhood care targeted draws issued ITAs to 11 applicants in each category.

BC PNP Tech Pilot Program

Being perpetually in want of young skilled talent, British Columbia has carried out initiatives to replenish and fortify its work force. The tech industries are indispensable for economic strength and progress. They are major contributors of capital generation and provide employment to a major section of the population. Launched in May 2017, the BC PNP Tech pilot program aims to attract and retain the international skilled workforce. The BC PNP tech pilot program targets 30 NOC codes of priority occupations. The in-demand BC PNP Tech Occupations include designations such as Civil Engineers, Mechanical Engineers, Computer Engineers and many more. The BC PNP tech program draws of 2022, as mentioned in the table below, have occurred at least twice every month.

Step by step progress of Immigration to British Columbia.

To apply for the BC PNP under the Skills Immigration stream, you must register in the Skills Immigration Registration System or the SIRS. Similar to the Saskatchewan Immigrant Nominee Program, the SIRS is like an expression of interest system (EOI) that awards points to the applicants under various factors (such as age, language, work experience, etc.). The information supplied during the registration is then utilised to rank, and invite applicants as per the labour market needs of British Columbia. Before registering yourself in the BC PNP, make sure that you are aware of the points mentioned below.

  • There is no fee for registration.
  • Only one registration can remain active at a given time and will be valid only under the selected category. 
  • The registration is valid for one year from the date of submission. If you are not invited by then, you will need to submit a new registration through your BC PNP online profile.
  • The registration in BC PNP must not be assumed as the BC PNP application.

Steps to register for Immigration to British Columbia

Create BC PNP profile and register
Feed the SIRS and validate the information
Pay $1150 and submit.

To help you understand the process better, a fresh registration can be divided into two phases. The initial phase consists of creating a BC PNP profile. The second phase includes providing information to the SIRS or the Skills Immigration Registration System. This is the stage where the applicant earns points.

PHASE 1- FRESH REGISTRATION

 STEP 1. CREATE YOUR PROFILE

 If you are registering for Immigration to British Columbia for the first time, you will begin with creating a BC PNP profile. In this step, you will supply your email address and create a user ID and password. You would also have to provide your personal information such as date of birth, family’s name, county and city of birth, gender, etc. Your passport information, residential address and primary contact will also be asked. Once all the asked information is supplied, verified and confirmed, your profile will be created. Do not forget to confirm your given email address within 24 hours.

STEP 2. INFORMATION ABOUT THE REPRESENTATIVE

Providing the information about your representative (if applicable) is the second step. You must provide their name, address, city, phone number and the name of their firm or organization. In this step for immigration to British Columbia, you must declare if your representative is paid or not. If not paid, you must disclose the membership of your representative (such as Health Match BC, member of non-governmental or religious organization, ICCR, Canadian Provincial or Territorial Law Society, or family friends or members). You must also inform about their affiliation (ICCRC or member of a provincial or territorial society) if they are paid. Furthermore, attach the complete representative form.

STEP 3. SELECT YOUR CATEGORY AND GET REGISTERED

This is the stage where the applicant needs to pick the most suitable BC PNP category under the Skills Immigration. Please keep in mind that BC PNP Tech is not a separate category. The eligibility criteria for all the BC PNP Skills Immigration categories are discussed above. In case you are applying through Express Entry BC (EEBC), ensure that you pick the EEBC option as it cannot be changed later. In the BC PNP Express Entry option, you can select from:
