This article discusses the eligibility assessment grid for the Express Entry Federal Skilled Worker Program. SINP includes four major categories:

Category 1: Saskatchewan PNP Requirements (or SINP Requirements) for an International Skilled Worker (ISW).

Three ways an International Skilled Worker (ISW) can apply for SINP PNP or Saskatchewan Immigrant Nominee Program

With permanent and full-time Employment Offer approved by SINP (Saskatchewan Immigrant Nominee Program)

Through Express Entry Pool: it is for International Skilled Worker who already exists in the IRCC (Immigration, Refugees and Citizenship Canada) Express Entry pool

Without an employment offer: the applicant doesn’t need a job offer but must be skilled in an in-demand occupation in Saskatchewan.

Category 2: SINP Eligibility for the Saskatchewan Experience Category.

This category is crafted for those immigrants who have some experience of employment in Saskatchewan. SIX PATHWAYS under the Saskatchewan Experience Category:

Saskatchewan PNP Requirements for a Skilled Labor with a valid work permit: an applicant under this pathway is eligible if

CLB 4: the immigrant has a minimum score of CLB4 (Canadian Language Benchmark) taken within two  years of application

Valid work permit: the immigrant possesses an unexpired work permit issued by IRCC (Immigration, Refugees and Citizenship Canada)

6-months work experience: Has a minimum work experience of six months under a Saskatchewan Employer

A valid Permanent job offer: Has been given a SINP (Saskatchewan Immigrant Nominee Program) Approved letter and a permanent offer of employment by the same Saskatchewan employer in a trade that is in compliance with NOC (National Occupation Classification) or other valid licensed trade.

Eligibility for licensure: Can prove eligibility for Saskatchewan licensure for an occupation where a license is mandatory.

SINP Requirements for Semi-skilled Agricultural Workers with work permits: apply through this pathway if you have

6-months experience in Saskatchewan: the work experience must be of at least six months under a Saskatchewan employer.

NOC 8431 or NOC 8432: The occupation must fall under the National Occupation Classification 8431(General Farm Worker) or NOC 8432 (Nursery or Greenhouse Worker).

Full-Time Job Offer: Has been offered a SINP approved letter and a permanent and full-time job offer by the same employer and for the same occupation.

CLB 4: Has scored a minimum score of CLB4

SINP Canada Requirements for Students: students are eligible if they have

A Valid Canadian Degree/Certificate/Diploma: They have recently graduated from a valid Canadian secondary educational institution (in or outside Saskatchewan) with a degree, certificate, or diploma.

6 Months Work Experience: They have a minimum paid work experience of 180 days or 780 hours in Saskatchewan. This work experience may be acquired through on-campus jobs, off-campus jobs, co-op terms, and the experience from a post-graduate work permit.

Post-Graduation Work Permit: Possess a Post-Graduation Work Permit (PGWP) from IRCC (Immigration, Refugees and Citizenship Canada).

Permanent Job Offer: Have a SINP approved letter and permanent employment offer from the employer in Saskatchewan for the job that is in compliance with NOC O, A, and B or is a valid trade.

CLB 4: Must have a minimum score of CLB4 if the job offer is under the category of NOC ‘C’.

SINP Canada Requirements for Hospitality Sector Project: An eligible applicant is required to have

A Valid Work Permit under NOC 6513, NOC 6711 or NOC 6731: A valid work permit issued by the IRCC (Immigration, Refugees and Citizenship Canada) through the Labour Market Impact Assessment or LMIA as Food / Beverage Server (NOC 6513), or Food Counter Attendant/ Kitchen Helper (NOC 6711), or Housekeeping/Cleaning Staff (NOC 6731).

SINP approved employer: The applicant must be employed under the employer that has been approved by the SINP for his participation in the Hospitality Sector Project and employ an immigrant through the SINP program.

6 Months Work Experience: The applicant must have a minimum work experience of six months under the SINP authorized employer.

Permanent Job Offer: Must have a permanent, SINP approved letter and a job offer by the authorized Saskatchewan hospitality employer.

CLB 4: Must have a score of CLB4 or higher in all the four categories of listening. Speaking, writing, and reading.

SINP Canada Requirements for Long-Haul Truck Driver Program: Immigrants are Eligible if

Legal Trucking Firm: They are employed under a legal and SINP approved trucking firm for a minimum of six months on a temporary work permit issued by IRCC (Immigration, Refugees and Citizenship Canada).

Driver License: Must be the owner of a valid Saskatchewan class1A drivers’ license.

Full-time Job-offer: Must have a SINP approved letter and full-time employment-offer by a legal and approved trucking firm in Saskatchewan.

CLB 4: Score a minimum of CLB4 or higher.

SINP Canada Requirements for Health Professionals: Although there are different requirements for the fields of nurses, physicians, and other health professionals, the common requirements include:

a.)Must have a valid work permit
b.) Must have a SINP approved letter and a full-time job offer in Saskatchewan

This category is for those immigrants who have been working in Saskatchewan as either

  1. Physicians
  2. Nurses
  3. Other Health Professionals.

SINP Canada requirements for Physicians In SINP

1.) 6 months work experience: Practiced as a physician in Saskatchewan for a minimum of six months.
2.) Work permit: A authorized work permit by the Immigration, Refugees, and Citizenship Canada or IRCC.
3.) Permanent Job-Offer: A full time, permanent job offer that is:
          3.1) Issued by a health authority or,
          4.2) An institution you are employed in.
4.) Valid Documentation: Valid documentation that proves that the immigrant has permanent plans to practice as a physician in       Saskatchewan. These documents can be:
   4.1).  A business contract,
   4.2). Some partnership agreement or,
   4.3). any other document that describes the applicant’s practice.
5.) Letter of Support from College of Physicians and Surgeons of Saskatchewan (CoPSS) that states the physician’s type of license, its expiry date and the support of CoPSS for the applicant to become a permanent residence in Saskatchewan.
6.) Letter by the Royal College of Physicians and Surgeons of Canada about the applicant’s specialty
7.) Approval Letter by SINP (Saskatchewan Immigrant Nominee Program).

SINP Canada Requirements for Nurses in SINP

This category is for immigrants working as Licensed Practical Nurses, Psychiatric Nurses or Registered Nurses. Eligibility required for Nurses in SINP are:
1.) Work permit: Possession of a Valid Work permit issued by the Immigration, Refugees and Citizenship Canada or IRCC.
2.) 6-months work experience: the applicant must have worked as a nurse in Saskatchewan for at least six months.
3.) Full-Time Job offer:  The applicant must have received a full-time employment offer from
          3.1) The Saskatchewan Health Authority or,
          3.2) The Saskatchewan Cancer Agency or,
          3.3) Any public funded health employer.
4.) A SINP Approval Letter:

SINP Canada Requirements for other Health Professionals

This category is for immigrants working as Licensed Practical Nurses, Psychiatric Nurses or Registered Nurses. Eligibility factors of SINP Canada for other Health Professionals:

Valid Work Permit: Must have a valid work permit issued by IRCC or Immigration, Refugees, and Citizenship Canada.

6-months Work Experience: Must be employed full-time as a health professional for the minimum duration of six months, in Saskatchewan.

Full-time Employment Offer: Must have received a full-time employment offer form:
(1) Saskatchewan Health Authority or,
(2) Saskatchewan Cancer Agency, or
(3) A publicly funded health employer.

SINP Job Approval Letter

CLB 4: The applicant must have a minimum score of CLB 4 as per the Canadian Language Benchmark if the occupation is in the category “C” in NOC (National Occupational Classification).

Eligibility for Licensure: The immigrant must be eligible for licensure if his/her occupation requires Saskatchewan certification or license.

Letter of Support: The SINP might also ask for a letter of support from the authorized licensing body.

Letter of Support from the Employer: the letter must state the vacancy for the post of that occupation by the employer.

SINP Canada Requirements for Hard to fill Skills Pilot: This category is for workers with lower skills in occupations that are in high demand in Saskatchewan due to the probable shortage of workforce or other factors. Immigrants must have a SINP approved permanent job offer to be eligible under this category.

SINP Canada Requirements for Tech-talent Pathway: this category is exclusively for those highly skilled technical and innovative workers who have a permanent and approved job offer in Saskatchewan. They might also be eligible for express entry.

Category 3: Applying to SINP as Entrepreneurs

SINP Canada requirements for Entrepreneurs to apply:

1. Business and Personal assets of at least CA$500,000.

2. A plan to invest a minimum of CA$ 300,000 in Regina and Saskatoon, or CA$ 200,000 in other communities in Saskatchewan.

A Business Establishment Plan (BEP): While applying for SINP as an Entrepreneur, one must submit a Business Establishment Plan that includes:
(1) Eligible Business: An eligible Business that is in compliance with the points in the Entrepreneur Category Points grid.
(2) 33% equity ownership: Reflects your ownership of at least 33% or 1/3 equity of equity of a business in Saskatchewan. You are exempted from this rule if your investment is CA$ 1 million or higher.
(3) Hands-on commitment to management of business.
(4) Creation of at least two job opportunities in Saskatchewan, for Canadians or permanent residents who are not related to the entrepreneur.
The SINP might get the Business Establishment Plan assessed by professional third parties.

The International Graduate Entrepreneur Category: this program is for those eligible graduates who wish to start a business or partner in a firm in Saskatchewan, while settling in the province.

Saskatchewan encourages capable and eligible entrepreneurs to invest and thereby add to their economy. This category is designed exclusively for those businessmen who aim to establish, acquire, or partner in a business situated in Saskatchewan. 

Category 4: Applying to SINP as Farm Owners and Operators

This category aims at strengthening its agricultural sector by enabling and encouraging experienced and wealthy farmers to invest in the farms and their operations in Saskatchewan and settle there permanently. SINP eligibility for farm owners are:

$500,000 net worth: the applicant must have the documents to prove the possession of CA$500,000.

CA$75,000 deposit in trust: The applicant must sign a Performance Agreement to own and operate a farmland in Saskatchewan. He/she must deposit CA$75000 deposit in a trust that would be refundable once the applicant fulfils the terms of the Performance Agreement. The applicant must fulfil the terms within two years else the amount would become non-refundable.

Compulsory visits to Saskatchewan: The applicant must visit Saskatchewan at least every 10 working days.

Proof of Experience: The applicant must have documents that prove his/her experience in farm operations.

A Thorough Proposal: The applicant must have a well-researched and planned proposal for a commercial farming firm.

How to create an EOI or Expression of Interest profile ?

Create an OASIS account: The applicant must create his/her account on the SINP’s Online Application System, also known as OASIS.

Provide personal details: The applicant must provide with details such as date of birth, mailing address, passport details etc. The applicant must determine if he/she is
(1) An International Skilled Worker (ISW)
(2) Currently employed and residing in Saskatchewan
(3) an entrepreneur.

Determine your eligibility and category: once logged into his/her OASIS account, the applicant answers a series of questions to determine if he/she falls under Express Entry or In-demand Occupation category.

Declare a consultant if applicable: all your queries if you must hire an immigration consultant answered in FAQs section of the article.

Compete the EOI points grid: Based on the information provided by the applicant, he/she would be given a score. The EOI profile uses the same point assessment grid as in the International Skilled Workers category.

Review and final submission.

Canadian Immigration through SINP in 6 Stages

Stage 1: Creating an EOI or Expression of Interest.

Since July 2018, if you are a skilled worker who aims to apply for SINP Canada through
a) Express Entry category or
b) In-demand occupation category,
You are required to create an EOI or Expression of Interest.

What is EOI or Expression of Interest?
An EOI or Expression of Interest is a pre-application that applicants may fill to display their qualifications and express their interest in Canada immigration through the SINP or Saskatchewan Immigrant Nominee Program.

The SINP CUT-OFF

The SINP cut off is the minimum score that is invited to apply for Canadian PR through the SINP. The invitation to SINP is executed through the EOI draws or Expression of Interest Draws. The latest SINP cut off as on May 5th, 2022 was 85 points, both, for Express Entry and Occupation-in-demand.

The applicant can only create one EOI or Expression of Interest profile in either of the categories. The profile cannot exist in both categories.

The EOI or Expression of Interest remains valid for the duration of 1 year.

Stage 2: Invitation to Apply from the SINP (Saskatchewan Nominee Program).
Once selected in the EOI or Expression of Interest draw, the applicant is invited to apply by the SINP. The applicant must:

(1) submit his/her complete application within 60 days of invitation.

(2) Pay a non-refundable fee of CA$350

Stage 3: SINP assesses and reviews the application.

Stage 4: Nomination by the SINP: Once reviewed and accepted, you will be nominated by SINP. Nominees with offer-letter and in-demand occupation must apply to IRCC for permanent residence (PR) within six months. Nominees through Express Entry Pool must:

(1) Accept the SINP nomination sent by IRCC within 30 days and,

(2) After accepting the SINP nomination must apply to IRCC for PR within 60 days or two months.

STEP 5: Medical Examinations and submission of further documents if required

STEP 6: Permanent Residence (PR) visa issued by IRCC (Immigration, Refugees, and Citizenship Canada)
