Quebec has a variety of immigration program through which it invites eligible candidates to work in the province. While some of these programs are for temporary skilled workers, others also provide ways of permanent residency in Quebec.

1. Immigration Programs for Skilled Workers

These programs are for skilled workers who intend to work and settle in Quebec permanently:

a. Regular Skilled Worker Program (RSWP)

If you are looking to permanently move to Quebec to work, the Regular Skilled Worker Program (RSWP) is the right program for you. The Regular Skilled Worker Program is one of the Quebec immigration program one can use to immigrate to Quebec.

The eligibility requirements under this program require the individual to have necessary training and professional skills. When candidates are selected, there are other factors that matter too, such as age, language proficiency, spouse’s characteristics, and whether there are accompanying children. 

The non-refundable processing fees for applications under the RSWP are:

  • Spouse/common-law partner: $186
  • Dependent child: $186

These fees are as of 1st January, 2023, and they are changed every 1st Jan. 

Most of the permanent residency applications under the RSWP are processed within 6 months.

b. Quebec Experience Program (PEQ)

The Quebec Experience Program / Programme de l’expérience Québécoise (PEQ) is designed for international students who graduated from Quebec or a temporary foreign worker. 

Under the Quebec Experience Program, there are two streams:

  • Temporary Foreign Workers
  • Quebec Graduates

To be eligible for any of the streams, you need to meet both the general conditions as well as the particular requirements of this Quebec immigration program.

The non-refundable processing fees for applications under the PEQ are:

  • Primary Applicant: $869
  • Spouse/common-law partner: $186
  • Dependent child: $186

These fees are as of 1st January, 2023, and they are changed every 1st Jan. 

Most of the permanent residency applications under the PEQ are processed within 6 months.

c. Permanent immigration pilot program for workers in food processing

This is a pilot program which allows temporary foreign workers to settle permanently in Quebec if they are in Quebec’s food processing sector. 

By meeting the requirements, one can submit an application for permanent residence. They will then obtain a Certificat de sélection du Quebec (CSQ). To immigrate to Quebec through any immigration program, one needs a CSQ.

The eligibility requirements consists of:

  • proficiency in spoken French
  • work experience in an eligible job and sector in Quebec
  • hold an eligible job in Quebec in an eligible sector when submitting an application for permanent residence

Under this pilot program for workers in food processing, the individual must have work experience and current job must correspond under the following NOCs:

  • NOC 94141 – Industrial Butchers and Meat Cutters, Poultry Preparers and Related Workers
  • NOC 95106 – Labourers in Food and Beverage Processing
  • NOC 95107 – Labourers in Fish and Seafood Processing
  • NOC 65311 – Specialty Cleaners
  • NOC 94140 – Machine and Process Operators in Food and Beverage Processing
  • NOC 85100 – Labourers in the care of livestock, but only the job title chicken gatherer
  • NOC 94142 – Workers in fish and seafood processing plants

Further, work experience and job must be eligible under one of the sectors:

  • NAICS 311 – Food manufacturing
  • NAICS 3121 – Beverage manufacturing

The non-refundable processing fees for applications are:

  • Primary Applicant: $869
  • Spouse/common-law partner: $186
  • Dependent child: $186

These fees are as of 1st January, 2023, and they are changed every 1st Jan.

d. Permanent immigration pilot program for orderlies

As the name suggests, this pilot program allows temporary foreign workers working as an orderly to permanently settle in Quebec. 

The eligibility requirements and processing fees remain the same as above Quebec permanent immigration pilot program. 

The occupations targeted under this pilot program are:

  • NOC 33102 – Nurse aide, orderly and patient service associate
  • NOC 31300 – Nursing coordinator and supervisor
  • NOC 31301 – Registered nurse and registered psychiatric nurse
  • NOC 31302 – Nurse Practitioners
  • NOC 32101 – Licensed practical nurses

e. Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors

This particular pilot program lets individuals to settle in Quebec permanently if they are:

  • an international worker/Quebec graduate in artificial intelligence
  • a foreign worker in information technologies and visual effects

After meeting the eligibility criterias, one can submit a permanent selection application and obtain a Certificat de sélection du Québec (CSQ).

The requirements to be eligible for this pilot program are:

  • proficiency in spoken French, in case you are submitting an application under the Francophone profile
  • hold/have accepted a job in Quebec’s artificial intelligence, information technologies or visual effects sectors

The processing fees remain the same as Quebec immigration program.

2. Temporary Workers Programs

Through the Temporary Workers Programs, employers can hire foreign workers for temporary work. These programs are:

a. Temporary Foreign Worker Program

Under the Temporary Foreign Worker Program (TFWP), employers in Canada can hire temporary foreign workers. Specific streams under this program are:

  • Global Talent Stream
  • High-wage positions
  • Low-wage positions
  • Agricultural workers

The fees for the Temporary Foreign Worker Program is $216.

b. International Mobility Program 

Through the International Mobility Program an employer is permitted to hire a temporary foreign worker and doesn’t even need to submit a Labour Market Impact Assessment (LMIA) request. 

Usually, those employers hiring need to submit an offer of employment through the Employer Portal. After that, the foreign worker will have to attach the number of their offer of employment with their work permit application. 

After the approval of their work permit application, the temporary foreign worker receives a letter of introduction if they aren’t in Canada or a new work permit if they are in Canada. 

They might also receive a new work permit if they submit a work permit application after they enter Canada. 

3. Quebec Business Immigration Program

a. Immigrate to Quebec as an investor

If you are looking to immigrate to Quebec as an investor and get permanent residency, you must first meet the conditions for the same. Quebec Investor Program is one of the many Quebec immigration program.

There are several conditions to meet, some are:

  • having intentions to settle in Quebec
  • have at least net worth of $2,000,000 (2 million)
  • at least 2 years of management experience
  • make a 5-year term investment of at least $1,200,000 
  • have at least 40 points out of the 89 points selection grid

The fees for permanent residence under the Quebec Investor Program is $16,874. This fee will be updated every 1st January.

b. Immigrate to Quebec as an entrepreneur

There are two ways to apply as an entrepreneur for permanent residence in Quebec: 

  1. Start and operate an innovative business
  2. Start a new business or acquire an existing one
1. Start and operate an innovative business

If you want to immigrate to Quebec to start and operate your innovative business, you must first meet the conditions. 

Some of these are:

  • get help from a support organization to start an innovative business in Quebec and operate it
  • Receive a service offer by the organization which is helping you
  • Submit business plan
  • Get enough points

The permanent selection application processing fee when applying to start and operate a business in Quebec is $1,176.

If there’s a spouse or common-law partner accompanying the principal applicant, the additional fee is $186. Similarly, for each dependent child the fee is $186. 

2. Start a new business or acquire an existing one

To immigrate to Quebec as an entrepreneur and to start a new business or even when acquiring a new one in Quebec, the applicant must meet the conditions. 

Some conditions to meet are:

  • Settle in Quebec so as to start/acquire a business
  • Have at least net worth of $900,000
  • Submit business project written in the form of business plan
  • Manage the business yourself
  • Must own a portion of the equity in the same business
  • Obtain required points 

The application review fee is the same as the Quebec Investor Program.

c. Immigrate to Quebec as a self-employed worker

To immigrate to Quebec as a self-employed worker and be eligible for the Self-Employed Worker Program, the applicant must meet the required conditions. 

Some conditions to meet are:

  • Intend to settle and work in Quebec
  • Have a minimum net worth of $100,000
  • Make a start-up deposit based on the area you are planning to practice your profession
  • Get enough points 

The application review fee is the same as the Quebec Investor Program.

CSQ: Quebec Selection Certificate / Certificat de selection du Quebec

Quebec Selection Certificate (CSQ) is issued by the government of Quebec after an immigrant’s application to immigrate is approved. A CSQ authorizes permanent stay in Quebec. 

Once an applicant receives a CSQ, they can apply for permanent residency through IRCC. 

CAQ: Quebec Acceptance Certificate / Certificat d’acceptation du Quebec

Quebec Acceptance Certificate (CAQ) authorizes temporary residence in Quebec. It is only issued to immigrants who are temporarily staying in the province.
